Crédit Mutuel Arkéa Confirms Attack, Notified Regulators but Did Not Disclose Loss Amount

Crédit Mutuel Arkéa confirmed it was attacked, with fraudulent transactions carried out through the incident. The bank said the incident is under control and that customers suffered no loss of funds, but it did not disclose the loss amount. On-chain investigator ZachXBT estimated that at least $133 million was involved. People familiar with the matter said attackers first moved out fiat currency, then routed it through "money mule" accounts to platforms such as Crypto.com, where it was swapped into crypto assets to launder it. Bitquery data shows $62.98 million in stablecoins was swapped into 27,553 ETH via UniswapX within four hours, with part of the funds swapped into Monero (XMR). Kraken has restricted the relevant accounts, and Crypto.com has frozen the relevant funds.

Journalist Eleanor Terrett posted on X that the US midterm elections were broadly a "tough night" for Republicans and the crypto industry. More than $64 million in crypto industry money failed to stop Sherrod Brown from returning to the Senate; he may secure a leadership position on a committee with jurisdiction over the crypto industry. Pro-crypto House Republicans Bryan Steil, Zach Nunn and Ann Wagner lost their seats, and Mike Lawler has conceded (the Associated Press has not yet called New York's 17th District). In the Senate, Republicans lost control, and current Senate Banking Committee Chairman Tim Scott is expected to become ranking member in the next Congress. The district of House Financial Services Committee Chairman French Hill has not been called, but he is expected to narrowly win by a few thousand votes and shift to ranking member, with Maxine Waters taking over as chairman. In addition, pro-crypto Banking Committee member Pete Ricketts won in Nebraska, and pro-crypto Representative Andy Barr won Kentucky's open Senate seat, succeeding Mitch McConnell, and may seek a Banking Committee seat.

According to Scroll's governance forum, Scroll has published a protocol upgrade proposal asking the DAO to approve two items together: transforming the network into a permissioned, application-specific network for privacy AI, and migrating SCR to Ethereum mainnet. If the proposal passes, implementation will be led by the Scroll Foundation. The new network will support AI products such as Compass, CENO and USX for private interactions, credential management, agent workflows and payment settlement. The proposal states that SCR supply and the token economic model remain unchanged and that governance functions are retained. The network upgrade is planned for the end of the year, and cross-chain bridges will still be supported after the upgrade.

He Yi: Binance Will Fully Cover User Losses, Has Rebuilt Security Perimeter on Zero-Trust Principles

Binance co-founder He Yi posted a response to outside criticism of Binance's security and permission management, saying she "accepts it all." He Yi said user funds will be fully borne by Binance. Binance's earlier incident report retained the details in order to provide a reference for peers, touching on the complexity of social engineering attacks and the boundaries of AI permissions. Binance has now started with permission management across departments and the security environment, updating devices, resetting AI tools and rebuilding its security perimeter on zero-trust and least-privilege principles. A security audit will subsequently issue a report. He Yi also welcomed AI security talent to join Binance.

Gnosis Chain to Become an Ethereum L2 in Spring 2027, Ending Standalone L1 Era

In an official blog post, Gnosis said Gnosis Chain will stop operating as a standalone L1 via a hard fork in spring 2027, transforming into an Ethereum Economic Zone (EEZ) zone that settles to Ethereum and becoming its first general-purpose zone. Contracts, balances, addresses, chain ID and xDAI as the gas token will all remain unchanged, so developers will not need to redeploy. Gnosis said that based on current DeFi TVL, Gnosis Chain will rank among the top ten Ethereum L2s after the transition and become the first L2 that can compose synchronously with mainnet; however, its validator set of about 200,000 independent validators will not be retained after the transition. Gnosis said operating Gnosis Chain as a standalone L1 costs the Gnosis DAO about $7 million to $10 million a year. On the same day, EEZ devnet Rollup X launched at Devcon in Mumbai, demonstrating CoW Swap calling mainnet liquidity to complete a swap on Rollup X, and Safe performing atomic changes of owner across L1 and L2. EEZ is a Swiss nonprofit jointly funded by the Ethereum Foundation, proposed by Gnosis and ZisK in March this year.

AI-related political action committees (PACs) spent about $72 million in the US midterms, while the crypto industry's three major PACs spent about $170 million, roughly $100 million more than the AI PACs. Some AI PAC bets fell flat: its backed candidates Darline Graham in South Carolina, Mike Rogers in Michigan and @CarlosForTexas in Texas all lost.

Under the project schedule, the data centers are expected to begin phased delivery in late 2027 and continue through the second quarter of 2028. TeraWulf said the agreement further improves the project financing framework and strengthens construction execution, helping it convert long-term AI and high-performance computing (HPC) lease demand into recurring cash flow.

Qualcomm: SpaceX Plans US Rollout of Starlink Mobile 5G

Qualcomm: SpaceX plans to begin a nationwide rollout of Starlink Mobile's 5G service in the US starting in 2027.

Qualcomm will supply hardware components for the nationwide terrestrial wireless network SpaceX plans to build. It is the latest sign that Musk's rocket and satellite company is preparing to challenge the major US mobile carriers. Qualcomm said SpaceX will use its Dragonwing series components for base station deployment to support calls and data transmission, and will also use some of Qualcomm's proprietary software as the network's core control system. The two sides have signed a multi-year agreement under which Qualcomm will build "tens of thousands of base stations" for its 5G network, with deployment set to begin next year. Qualcomm Executive Vice President Durga Malladi said the planned number of base stations will be comparable to what major US wireless carriers currently deploy. On SpaceX's determination to carry out the plan, Malladi said: "From our perspective, they are very committed and serious. We have extremely high confidence in this."

Legally, the product is a feeder fund with an on-chain share class that invests in the Schroders emerging market bond fund, and investors hold tokenized shares of the feeder fund. In August this year, Schroders received approval from the Irish regulator to launch SOAR, its first tokenized dollar money market fund share class. According to RWA.xyz data, in the roughly $39 billion tokenized real-world asset market, tokenized US Treasuries and money market funds still account for about $14 billion.

Coinbase disclosed that more than 99% of customer assets are currently held in cold wallets, with hot wallets keeping only a small amount of assets to meet withdrawal demand and excess assets continuously moved back to cold storage; assets in its custodial vault product are 100% in cold storage and isolated on-chain. Security measures include sharded private keys that are not reassembled when signing, limits on the speed at which funds move from cold wallets to hot wallets, anomaly detection, and an emergency stop mechanism that can take signing keys offline. Customer assets are held 1:1 and will not be lent or used without customer instruction.

In addition, Binance completed a new proof-of-reserves snapshot on Nov 4, expanding coverage from 10 tokens in the previous round to 44. The full zero-knowledge proof is expected to take 50 to 60 hours to generate, after which users can verify for themselves that their account balances are backed by at least 1:1 reserves. Binance said it will continue working toward fully restoring withdrawal services.

The T3 Financial Crime Unit (T3 FCU), an anti-illicit-activity alliance jointly launched by TRM Labs, Tether and TRON, was disbanded in August this year. People familiar with the matter cited slow response and poor coordination as the reasons.

T3 FCU was established in September 2024, mainly to track and freeze USDT linked to illicit activity on the TRON chain. In May this year the alliance announced it had frozen more than $450 million in illicit assets cumulatively, with partner law enforcement agencies covering 23 jurisdictions across five continents.

Sources: House Democrats Plan to Introduce Crypto Market Structure Bill in the Next Congress

Crypto journalist Eleanor Terrett posted on X that, according to three industry figures who have spoken with Democratic staff, House Democrats are discussing turning Representative Maxine Waters' 2025 amendment to the CLARITY Act — the Crypto Investor and Consumer Protection Act — into a broader crypto "market structure" bill in the next Congress. The proposal would incorporate provisions of the Democratic version of the CLARITY Act that Waters introduced in the House but were not adopted, as well as provisions that Senate Democrats agreed with Republicans before the September cloture vote. Topics under discussion include giving the SEC a larger crypto market oversight role, narrowing the CFTC's role, and possibly adding ethics provisions that would restrict Trump and other federal officials from participating in crypto activities. Republicans call it a "messaging bill."

US Court Denies Request for Temporary Restraining Order to Pause Single-Stock Perpetual Futures

According to court filings in the US District Court for the Southern District of New York, Judge Valerie Caproni denied a request for a temporary restraining order filed by industry group Capital Markets Alliance, whose members include Cboe and Citadel Securities. The request sought to pause approval by the US Commodity Futures Trading Commission (CFTC) for Kalshi, Bitnomial and Coinbase Derivatives to list perpetual futures on US single stocks. The court found that the plaintiffs had failed to show their members would suffer imminent irreparable harm, but also found that the plaintiffs' claim that the CFTC exceeded its authority was likely to succeed, saying the contracts do not appear to meet the definition of "security futures" and are closer to swaps regulated by the SEC. The CFTC must respond to the plaintiffs' preliminary injunction motion by Nov 6, and the plaintiffs must reply by Nov 10.

If the proposal is approved, 100 million MAGIC will be minted to the Treasure Foundation first on Feb 3, 2027, with the remaining 73 million minted only after specific network milestones are reached.

Grayscale and BlackRock: US Midterm Results Will Not Change the Crypto Industry's Growth Trend

Although Democrats won the US midterms, Grayscale still believes the crypto industry's future depends more on overseas demand and institutional adoption than on Washington. Grayscale head of research Zach Pandl said the GENIUS Act is important progress for stablecoins, but regulatory clarity and institutional adoption rest on deeper foundations. He previously estimated that 80% to 85% of global crypto activity takes place outside the US, and pointed to growing demand for dollar stablecoins in South America and Southeast Asia.

BlackRock head of digital assets Robert Mitchnick also played down the election's impact on its crypto business, saying bitcoin and ether already have most of the regulatory clarity needed for investment products. Meanwhile, the CLARITY Act failed to advance in September, and with Democrats taking over Congress in January, some executives believe the current version has little chance of passing, though there is still room to revise a bipartisan agreement.

JPMorgan Adds Bitcoin to 2027 Long-Term Capital Market Assumptions, Projects 10% Annualized Return

Grayscale head of research Zach Pandl wrote that JPMorgan Asset Management's inclusion of bitcoin in its 2027 long-term capital market assumptions marks another milestone for bitcoin as an institutional asset. The firm expects a baseline compound annual return of 10% for bitcoin over the next decade, with annualized volatility of 55%.

Pandl noted that this 10% expected return is higher than that of all other asset classes, while bitcoin's estimated correlation with US large-cap stocks is only 33%, lower than that of international stocks, corporate bonds and hedge funds. Assets combining high absolute returns with low correlation to core equities are hard to find, and these characteristics make bitcoin a potentially attractive portfolio diversifier. However, JPMorgan remains cautious about unstable correlations and did not include bitcoin in its main covariance matrix. Pandl said institutional acceptance of bitcoin is rising, but its role in portfolios has yet to be determined.

Coinbase Institutional posted on X that Binance's hot wallet incident has focused client attention on how Coinbase protects customer assets. Coinbase listed five key measures: more than 99% of customer assets are held in cold storage; multi-layered protections such as distributed key protection, rate limits, anomaly detection and an emergency stop switch verify that fund movements match their intended purpose; all customer assets are held 1:1 and will not be lent or used without customer instruction; Coinbase's US custodian is subject to New York State law fiduciary duties, while its European business is MiCA-authorized and regulated by Luxembourg's CSSF; and it continues to invest in security innovation to address the security landscape changes brought by AI.

A whale that was long $148 million of crude oil began cutting losses after a floating loss of $15.08 million, closing $44.04 million of CL longs in the past 10 minutes and realizing a $4.9 million loss. The whale started going long oil half a month ago and kept adding to the position until it reached $148 million; a 14% crash in crude prices this week led to the large floating loss. It still holds $94.79 million of BRENTOIL, with a floating loss of $8.35 million.

CLARITY Act Would Expire on Jan 3, 2027 Without 60 Senate Votes

With Democrats winning control of both chambers of Congress in the US midterms, legislative priorities are expected to be reshaped, with greater emphasis on strict regulation of emerging technologies. Industry advocacy group The Digital Chamber said the current version of the CLARITY Act will lapse when the 119th Congress ends on Jan 3, 2027, and any push in the next Congress would require resubmission and negotiation of a new agreement. Because passing a bill in the Senate usually requires 60 votes, Democrats, despite holding the majority, would still need Republican support to advance crypto market structure legislation.

Market analysts expect a restarted bill under Democratic control to include stricter compliance standards, stronger consumer protections and tighter DeFi regulation. Crypto critic Senator Elizabeth Warren is expected to chair the Senate Banking Committee, and The Digital Chamber expects regulation to shift quickly toward stricter oversight of digital asset exchanges and their integration into the banking system, while the House Financial Services Committee may shift toward enforcing strict stablecoin reserve requirements, expanding consumer disclosure and strengthening anti-money laundering controls. The new Congress is also expected to place greater emphasis on AI-related data privacy and national security safeguards.

The report noted that the largest crypto theft in history is driving new investment in crypto security.

SlowMist: Android Zero-Click RCE Flaw Included in November Security Patch, Users Urged to Update

SlowMist chief information security officer 23pds posted on X that the Android zero-click remote code execution vulnerability has been included in the November security patch and advised users to update without fail. Google's November 2026 bulletin fixed more than 200 vulnerabilities, the most severe being CVE-2026-58868 (Critical) in the Framework layer, which can remotely execute arbitrary code without user interaction or additional permissions and affects Android 14, 15, 16, 16 QPR2 and 17. There is currently no confirmed exploitation in the wild.

23pds said versions with a security patch level of 2026-11-01 or later include CVE-2026-58868 and other Framework/System fixes; versions dated Nov 5 or later cover all vulnerabilities in this round, including kernel, MediaTek and Qualcomm chip-level fixes. Users can check the "security patch level" under "Settings → About phone → Android version."

Ethereum Foundation: Fork Roadmap in Place to Reach Lean Ethereum Goal

The Ethereum Foundation posted on X that its "Strawmap" sets the goal of achieving Lean Ethereum by 2029, and a fork-by-fork plan has now been laid out. H* will be the last fork that does not include Lean features; I* will introduce leanVM and Lean transactions; J* will add Lean proofs, data availability sampling and PCS; by stage L, Lean Ethereum will be complete.

Lean Ethereum is a long-term protocol restructuring vision and roadmap put forward as Ethereum enters its second decade. Its core goals are to greatly improve performance, address quantum computing threats and rebuild the underlying tech stack by "traveling light" — streamlining the protocol and eliminating redundancy — without sacrificing decentralization or security.

ZetaChain: ZETA to Migrate to Solana on Dec 9, Privacy AI App ZetaLabs to Launch

ZetaChain posted on X that on Dec 9 the ZETA token will migrate to Solana and become a native token, and the privacy AI app ZetaLabs will launch at the same time, with ZETA serving as its core token.

The second governance proposal is now open for voting on ZetaHub and will close on Nov 7, setting out the migration mechanism, the specific timing and holder protections. If the proposal passes, ZetaChain L1 will stop running around Dec 9, ZETA will migrate 1:1 to a Solana native token, and the minting authority will be permanently revoked. Holders need take no action before then. In 2027, ZETA's supply will decrease rather than increase. About 55 million unallocated validator rewards will be burned monthly on the original release schedule, and there will be no inflation after the migration. Tokens held by investors and core contributors will be fully unlocked on Jan 1, 2027. The foundation has also pledged not to sell in 2027 the ZETA it holds that unlocks that year.
